Solo developer Eldin Turulja announces Those Who Rule 2, a gritty turn-based tactical RPG set in a grounded, low-fantasy world that explores the history behind the collapse of Yugoslavia. As the nation fractures along ethnic and ideological lines, players command a small militia forced to navigate impossible choices where conviction and survival rarely align.
Combat rewards tactical mastery. Exploit positioning, chain abilities for extra actions, and leverage terrain to overcome superior numbers. Recruit 20 unique story characters and develop them through 46 branching classes with over 200 abilities. Mix skills across classes to create specialized builds, and turn spared enemies into fully customizable recruits.

Studio History
Those Who Rule began as a solo passion project developed nights and weekends while working corporate software at a Fortune 500 company. After negotiating his way into a layoff to finish the game full-time, it went on to sell over 30,000 copies on Steam – enabling him to pursue independent development.
With TWR2, Turulja returns to the history of the former Yugoslavia to explore how shared cultures fracture under political pressure, how historic grievances are weaponized across generations, and how ordinary people navigate the collapse of a nation.
